Despre CCI Suceava

Pe data de 18.03.1850, imparatul Franz Josef a semnat Legea provizorie privind infiintarea de Camere de Comert si Meserii (industrie). Ministerul Comertului, pe baza mai sus numitei legi provizorii, a elaborat pe data de 26.03.1850 Legea pentru infiintarea CCM, lege publicata in Monitorul Oficial al Legislatiei Imperiului (valabila pentru tot imperiul) pe data de 30.03.1850. Documentul a stat la baza crearii de asociatii si organizatii pentru apararea intereselor oamenilor de afaceri si industriasi.

Primul presedinte al CCM a fost ales Baronul WILLHELM von ALT, laureat al Ordinului Coroanei Imperiale de Fier, clasa a IlI-a; al Ordinului Franz Josef; al Ordinului Sf. Ana; directorul Trezoreriei Bucovinei; Cetatean de Onoare al orasului Cernauti, membru onorific al Societatii Politehnice din Wistburg. Guvernul Imperial a acordat CCM dreptul de a fi considerata Circumscriptie Electorala Independenta si astfel CCM detinea 3 locuri in Guvernamantul Bucovinean de la Cernauti si un loc in Adunarea Ambasadorilor Imperiului Austriac de la Viena. CCM reprezenta si apara interesele negustorilor si a industriasilor bucovineni, propunea legi si masuri care intrau in sfera sa de competenta: probleme referitoare la vama, probleme consulare, probleme de carantina, supravegherea problemelor de creditare si imprumuturi, tranzit marfa, probleme referitoare la transportul feroviar si cel naval, probleme de posta si telecomunicatii, organizarea de targuri si expozitii, supravegherea problemelor de metrologie.

Cu alte cuvinte CCM era o veriga vie intre guvern si comunitatea comerciala si cea de productie. CCM se subordona Ministerului Comertului din Imperiul Austriac. Dupa infiintare, au fost facuti pasi importanti care au asigurat CCM(I)-ului o pozitie sociala de baza in viata economica a Bucovinei. In anul 1868, din Colegiul Camerei faceau parte 16 membri plini (cate 8 la fiecare sectie) si 10 membri supleanti. Din Colegiu mai faceau parte si Membrii de Onoare, acestia fiind alesi pe viata din randul personalitatilor din inalta societate, avand functii de raspundere in stat. Fiind considerata circumscriptie electorala, CCM(I) avea deputati in Guvernamantul de la Cernauti si Viena. Deputatii erau alesi in Adunari Generale prin vot direct. Dreptul de vot, fiind cenzitar, puteau vota membri ai CCM(I) care: plateau un impozit de min. 2 florini si 10 coroane; erau cetateni ai imperiului austriac; se bucurau de drepturi politice si cetatenesti depline. Din randul acestei categorii faceau parte: bancheri, proprietari de fabrici metalurgice, negustori, antreprenori, constructori etc. Practic CCM(I) avea functie de consultanta si, din proprie initiativa, inainta Ministerului Comertului propuneri legislative si statutare cu privire la activitatea comerciala si industriala, de preturi medii pentru marfuri si servicii. CCM(I) aviza judecatorii ce urmau sa fie numiti la Tribunalul Comercial, iar in cazul unor conflicte comerciale indeplinea rolul de Arbitru .

CCM(I) organiza diverse expozitii industriale, intocmea anual raportul privind activitatea sa, tinea evidenta firmelor, inclusiv bilantul activitatii lor, intocmea si detinea evidenta statistica. CCM(I) acorda TIMBRU COMERCIAL, PATENT de ACTIVITATE, CERTIFICAT de INREGISTRARE. CCM(I) regla relatii comerciale in zona sa de activitate; autoriza deschiderea de bazaruri si piete, acorda dreptul privind activitatea comerciala si de a practica o anumita meserie; lua parte activa la intocmirea politicii vamale si aprobarea tarifelor; era consultata cu privire la intocmirea si negocierea acordurilor comerciale cu ROMANIA, RUSIA si GERMANIA; recomanda si participa la infiintarea de gimnazii, scoli comerciale si de meserii. In anul 1911 conducerea CCM(I) a fost preluata de catre WILLHELM TITINGER, perioada in care numarul de membri a crescut substantial, avand chiar 23 de reprezentanti si diverse centre comerciale si industriale ale Bucovinei (Radauti, Suceava, Campulung, Vatra Dornei etc.). Activitatea CCM(I) a fost intrerupta odata cu desfacerea Imperiului Austriac in anul 1918. in perioada 1922-1944 Camera de Comert din Cernauti a functionat si s-a dezvoltat sub jurisdictie romaneasca.
